This is a sewing pattern for a Regency Spencer.
This sewing pattern shows a Spencer with puffed oversleeves, there´s no specific extant garment or fashion plate that it´s modeled after. The design can be located towards the end of the Era, from about 1810 to 1820.
The Spencer will complement pattern #0223, the Empire dress with tulip sleeves perfectly.
The instructions include a historical hand-sewing routine, and any flatlining or canvas can be replaced with fusible materials if desired. Many seams can also be done by machine, while some require hand sewing.
I recommend wearing the dress with historically accurate underwear and stays. Especially the front bodice is quite short and the underbust line lies significantly above the modern when wearing just a bra.
